Mr. Phipps was born to the late Eugene Isom Phipps, Sr., and Verna Manon Gentry Phipps. Also preceased by maternal grandparents, Augustus Monroe Gentry and Sallie Fein Cox Gentry and paternal grandparents, Preston Columbus Phipps, Jr., and Hannah Emaline Osborne Phipps. two sisters, Sallie Ailene Phipps and Ruth Evangeline Phipps..

He was married to Emma Norene Rector for 63 years.

A member of Cox's Chapel United Methodist Church and Piney Creek AF & AM Masonic Lodge, oldest member of 70 years. Retired from Virginia Highway Department in 1984 after 29 years service. Also a life long farmer.

A charter member of Cox's Chapel Grange 60 years, and Sons of the American Revolution. An active part of everything going on in the community.

Surviving, wife of 63 years, Emma Norene Rector Phipps of the home; son and spouse, James Eugene and Denna Phipps of Cox's Chapel; daughter and spouse, Julia Ellen and Gary Bonham of Cox's Chapel; four grandchildren, Gena Phipps and Richard Privett, Sara Bonham Hughes, Jeremy and Leslie Phipps and Wade and Audra Bonham; six great-grandchildren,one sister, Sylvia Phipps Hampton of Gray, Georgia; several nieces, nephews, cousins, and many,many friends also survive.

Memorial service will be held at 2:00 p.m. on Tuesday, July 17, 2012 at the Cox's Chapel United Methodist Church. The Rev. Johnny Huffman and the Rev. Michael Austin to officiate. Interment in Cox's Chapel Cemetery. Masonic rites conducted by the Piney Creek Masonic Lodge #432 A.F. & A.M.

The family will receive friends on Monday night from 6:00 to 8:00 p.m. at the funeral home.
