Mr. Joe Paul Phipps, age 86, formerly of Grayson County, VA., the Fox Creek community, passed away December 24, 2023, in Monroe, NY.

He was born April 19, 1937 to Paul F. and Cora Testerman Phipps. In addition to his parents, he was preceded in death by one brother, Schley Phipps. Mr. Phipps is survived by one son, David Phipps and Colette Mironda of NY; one daughter, Robin Phipps of Ohio; four grandsons, Robert, Jeffrey, Ryan, and Christian; sister, Virginia D. Cox of Independence, VA; sister-in-law, Juanita Phipps; several nieces and nephews also survive.

No funeral services will be held.
